Meeting Minutes – Franklin Trace Board of Directors – July 11 2017

FRANKLIN TRACE BOARD MEETING MINUTES:
July 11, 2017 @ 6.30 PM
Location: Roberson’s Home

MEETING NOTES:
Ryan Roberson called the meeting to order at 6:35 p.m. Quorum was established.

The board approved the minutes from the 2017 Annual meeting; the minutes were approved with no objections.

2017-2018 Board of Director positions were proposed and agreed upon. Positions were confirmed as volunteered. The positions assignments are as follows:

  • Carlton Bale- President
  • Keith Pope- Vice President
  • Wendy Harlow- Treasure
  • Rebecca Coats- Secretary
  • Ryan Roberson- Member at Large
  • Sarah Myles- Ex Officio (non-voting)

The entire board received a BOD responsibility/commitment sign off form to review and sign, outlining the responsibilities of board members. All parties signed including Sarah Myles as Ex Officio Non-voting.

KMC did not have the financials for review due to the June report was not ready at the time of meeting. Financial will be sent to the board via email.

Wooden Farms development update: The June 21st meeting was postponed until July 19, 2017, Ryan asked the board if they should attend this meeting to get any questions that needed answered. Carlton said that it may be a good idea to attend for educational purposes, but that the previous critical concerns had been addressed by the Indianapolis and Franklin Township development requirements.

Discussion Items:

  • We have  still not received detailed quote from Pro Cut on the LED lighting. The scope is to include replacement of all fixtures at the entrance as well as additional fixtures along the walking path parallel to Southport Road.
  • Sidewalk Safety Issues:
    • Letters sent to all 8 homeowners with significant sidewalk buckling. KMC has placed all of the lots with sidewalk issues on “monitor” status and taking notes in the files when calls come in from homeowners when updated are given. This gives homeowners additional time to arrange repairs; these repairs will take longer to arrange than the typical 30 day cycle.
    • In most cases, sidewalk issues caused by tree roots. About 2% of trees are causing sidewalk issues. Trees sidewalks are the responsibility of the homeowner; these are not common areas.
    • Installation of root barriers and frequent trimming of trees will likely prevent future issues (if a tree is replaced.)
    • The community does provide trimming of the trees once every 2 years to maintain consistency across the community. The trimming is done by the HOA because tree trimming affects 100% of homeowners. Because the trees are not in common areas, homeowners can opt out of having their trees trimmed.
  • The brick entrance sign off of Southport needs to have the shrubs trimmed. The “Franklin Trace” lettering is no longer visible. The lighting also needs addressed (as previously noted.)
  • Homeowners are asked to be reminded that KMC cannot inspect behind houses, only from the road. Homeowners need to submit an official complaint and invite KMC onto their property to document issues such as homeowner pond bank maintenance issues.
  • Pond D easement access still needs to be addressed with a few homeowners; the easement is blocked by an adjacent fence. The easement is still in effect for the property.
  • The Stop Sign at Franklin Park facing South does not match other signs, Otto’s is replacing the post to make it the proper height.
  • Asphalt is falling apart on Southport Road; Michelle is going to work on this, there is a huge hole that needs addressed.
  • The sidewalk adjacent to Southport Road has significant buckling in a few areas. This is in the common area. Repair quotes have been initiated.
  • Special Guest Joey Myles- Brought up request for additional Solar panels. Discussed the requirement that panels should not be visible from the street.
  • Confidential portion of meeting without special guests covered issues with home-owner specific details: violations, payment of dues.
  • Meeting was adjourned at 8:00 p.m.

Minutes of 2017 Franklin Trace Property Owners Association Annual Meeting

Date:  June 7, 2017

Location:  Franklin Township Library

Franklin Trace Residents Present at meeting: Kirkpatrick Property Management collected signatures of home owners in attendance.

Meeting Minutes:

  • The Board of Directors (BOD) called the meeting to order at 6:30 pm; quorum was established.
  • The Board of Directors reviewed the minutes from the 2016 Annual meeting with the homeowners; the minutes were approved with no objections.
  • The Board of Directors shared a Presentation covering key topics, which are summarized below:
  • There was a sidewalk/light inspection that took place and the results were shared; majority of residents fixed lightbulbs and initiated sidewalk repairs
  • Addressed some questions regarding sidewalk issues and how to repair
  • Discussed the status of easement access to ponds A and B, noting that significant progress had been made (all ponds are accessible for efficient and cost effective treatment) but still working with a few homeowners to gain easement access to the ponds.
  • Reviewed the comprehensive list of accomplishments.
  • Reviewed Board resolution FY2017-001a concerning Architectural Control Committee (ACC) requests and solar energy systems. The board resolution specifies a consistent set of guidelines required for solar energy system ACC submissions and approvals. The board resolution specifies solar shingle-type installations, which are consistent to the Franklin Trace deed restrictions requiring architectural-style shingles, as opposed to panels-type installations. The intent being to maintain community aesthetics and consistency while positioning Franklin Trace as one of the most solar-friendly/high-end communities in Marion county.
  • Financial position was provided including a new reserve analysis (five years since the last analysis); Franklin Trace is in sound financial position; no questions were asked.
  • Ryan presented the proposed FY2018 budget; dues stand at $570 per year (no HOA dues increase again this year); homeowners approved the FY2018 budget.
  • Nomination and election of candidates for the BOD took place with Jim Smith and Michelle Beatty of Kirkpatrick Management tallying the votes. Jim Smith informed all that the Bylaws of the Franklin Trace Property Owners’ Association specified the membership of the Board of Directors is 5 members. A ballet was used to the collect the vote. Nominees for 2018 were: Carlton Bale, Rebecca Coates, Wendy Harlow, Sarah Myles, Keith Pope, Ryan Roberson and he confirmed members for FY2018 are: Carlton Bale, Rebecca Coates, Wendy Harlow, Keith Pope, Ryan Roberson

Open Discussion Items:

  1. Muskrats are still around the ponds, Michelle from KMC will address (noted at Pond D).
  2. Sidewalk issue with tree roots (how to fix) Michelle with KMC is working on this.
  3. Homeowner requested that the minutes from last year and this year be placed on the Franklin Trace website.
  4. Pond D has major issues that need addressed at the edge and banks, (looks dirty around the pond) the BOD advised the homeowner to send pictures to Michelle since she is not allowed to enter on private property. BOD requested resident to submit official compliant on FranklinTrace.com website complaint form.
  5. The stop sign at the corner of Franklin Parke Blvd and Dickinson Lane was replaced, by the City, with a non-decorative post; Michelle to work on installation of matching decorative post.
  6. Solar panels were brought up and Joey thanked the board. Informed that ACC request had been submitted.
  7. Several homeowners noted mailbox issues; Michelle to get with the BOD and send violation letters including approved mailbox suppliers and other key items regarding replacement (i.e., color of mailbox, color of post, font for address).
  8. Resident brought up issue of kids riding bicycle through Canfield property. BOD informed resident that this was a legal matter and outside the scope of the BOD. Recommended for Canfields to contact local police if trespassing was an issue with them.

The meeting adjourned at 7:50 pm.

2017 Annual Meeting – Wednesday June 7 at Franklin Library

The annual Franklin Trace HOA meeting will be at the Indianapolis Public Library – Franklin Road Branch on Wednesday night, June 7.

Sign-in opens at 6:00 PM and the meeting starts at 6:30 PM.

Franklin Township Civic League Land Use Meeting – 7PM Wednesday April 19 2017

The Franklin Township Civic League Land Use Committee Meeting will be at 7PM this Wednesday, April 19th, 2017 at the Community Building in Wannamaker (8822 Southeastern Avenue.)

The Wooden Property will most likely be discussed for anyone who is interested in hearing the latest plans.

Wooden Property Development – No Meeting on January 18

Someone distributed flyers throughout Franklin Trace about the January 18th meeting of the Franklin Township Land Use Committee to discuss the Wooden Property Development. Please note that this meeting has been postponed.

UPDATE ON THE PROPOSED SUBDIVISION AT SOUTHPORT AND FIVE POINTS (THE WOODEN PROPERTY) – 2016-ZON-068, 7008 SHELBYVILLE ROAD

THIS PETITION WILL NOT BE PRESENTED AT THE JANUARY 18 CIVIC LEAGUE MEETING.

The FT Civic League received the following message from the attorney:

“Good afternoon: I wanted to give you a heads up that my client is looking to make changes to the proposed development, and would like to skip presenting at next weeks’ FTCL meeting.”

WE WILL LET THE COMMUNITY KNOW WHEN THE PETITION IS SCHEDULED FOR THE LAND USE COMMITTEE TO REVIEW.

Approved Construction Project on Dickinson Lane

There is an approved maintenance construction project on Dickinson Lane.  Please be aware of the potential for piles of rock and sand. The contractors are doing their best to minimize the amount of material that is staged in the street, and are working to clearly identify the materials with reflective cones.

Unfortunately, unknown persons have periodically taken the cones, making the construction materials more difficult to spot at night. The cones have been replaced, but please be aware of the likely presence of construction materials throughout the month and the possibility of the cones again being taken.

Trick-or-Treat 2016 – Monday Oct 31 – 6pm to 8pm

The Indianapolis Metropolitan Police Department (IMPD) has announced trick-or-treat hours for Halloween in Indianapolis and is also offering tips to help trick-or-treaters stay safe.

Trick-or-treat hours in Indianapolis will be from 6 – 8 p.m., Mon., Oct. 31. The IMPD is planning extra patrols and enforcement in neighborhoods during that time.

Trick-or-treaters can also receive treats from their neighborhood police officers at several IMPD District Roll Calls:

• Southeast District, 1150 Shelby St., 4 – 7 p.m.
• North District, 3120 E. 30th St., 4 – 7 p.m.
• East District, 201 N. Shadeland Ave., 4 – 7 p.m.
• Southwest District, 551 King Ave., 6 – 8 p.m.

If you are participating in this year’s Halloween festivities please consider the following safety tips:

• Wear light-colored clothing short enough to prevent tripping and add reflective tape
• Wear fire-resistant costumes
• Make sure children can see well through face masks
• Don’t wear masks or disguises into businesses
• Adults should accompany young children and children with special needs
• Go out in daylight hours if possible or carry a flashlight if you’ll be out after dark
• Motorists are reminded to slow down and be aware of their surroundings
• Only give and accept wrapped or packaged treats
• Examine all treats before allowing children to eat them. If you find a suspicious item, contact police as soon as possible at 327-3811; if injury is involved, dial 911
• Avoid props such as toy guns, which can look real
• Consider block parties instead of trick-or-treating
• Don’t fire guns – it’s illegal and – what goes up, must come down
• Check the weather and have appropriate dress under costumes in the event of cold temperatures

Indianapolis Noise Ordinance for Motor Vehicles

Several residents have submitted questions regarding noise issues with vehicles in Franklin Trace. Noise issues are not covered by the Franklin Trace HOA covenants, but are covered by the City of Indianapolis Noise Ordinance. A summary of the noise ordinance is provided below.

If anyone has issues with vehicle noise, please start by talking with your neighbors. If that is not effective, the next step would be to contact local authorities, such as the Mayor’s Action Center (317) 327-4622.

Summary of the Indianapolis Vehicle Noise Ordinance (Sec. 391-302.  Unlawful noises – excerpt)

Operation or possession of any engine not equipped with a muffler that complies with federal, state, and local standards is not allowed in any public street between the hours of 10:00 p.m. and 7:00 a.m.  Operation is also not allowed on private property between the hours of 10:00 p.m. and 7:00 a.m. if the noise is plainly audible to a person with normal hearing from any place outside the property.
